Executive Overview In an era of accelerating climate volatility, weather unpredictability poses an immediate operational threat to public infrastructure, agriculture, and municipal safety. While public environmental data sources exist (such as IPMA and SNIRH), they remain fragmented, difficult to correlate in real time, and isolated from operational decision workflows.
We engineered an end-to-end data architecture that unifies disparate meteorological telemetry and river basin hydrological metrics into an interactive, high-performance Visual Command Center.
The Challenge
Data Fragmentation: Critical telemetry feeds across national meteorological and water resource institutes were isolated across different formats, preventing unified risk assessment.
Latency Gap: The lack of automated real-time aggregation created significant lag between raw observation data and actionable public safety or resource-allocation measures.
Alert Inefficiency: Absence of dynamic thresholding made rapid detection of flash flood events and abrupt reservoir level shifts impossible at scale.
Architectural Solution
Automated Serverless Ingestion: Resilient, self-healing Python microservices deployed on Azure Functions automatically extract hourly precipitation, wind, and atmospheric telemetry via public REST APIs.
Centralized Relational Modeling: High-performance Azure SQL Database structured to maintain and query granular historical records alongside multi-year basin capacity trends (2017 to present).
Visual Command Center in Power BI: Custom-engineered executive dashboards with advanced dynamic KPIs and conditional formatting algorithms that instantly flag anomalies and flash flood indicators.
